Duties & Responsibilities: •Clearly and concisely communicate expectations and roles for staff.
•Ensure staff have awareness and knowledge of financial management matters.
•Ensure adequate controls are installed ant that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.
•Analyzes actual performance against budgeted performances and makes determination of causes for budget variances.
•Coordinates the budgetary operations with planning and accounting functions.
•Develops and modifies budget/fiscal policies and procedures
•Maintains comprehensive knowledge of governmental budgeting procedures and best practice operating methods.
•Monitors expenditures to ensure compliance with audit guidelines and legal and procedural requirements
•Monitors the day-to-day operations of the procurement process
•Provides recommendations on fiscal and budget matters
•Supervises and participates in budget preparation and maintenance
•Produce monthly reports including financial statements and cash flow projections
•Monitor the banking activities for the organization
•Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds assuring all are in accordance with federal/state regulations.
Minimum Training & Experience: Bachelor's degree in public administration, business administration, accounting, finance or a related field AND Four years of experience in general management, accounting, or budgeting OR Eight years of experience in general management, accounting, management analysis or budgeting
Agency Specific Qualifications and/or Preferred Qualifications: •4+ years of experience in financial management
•CPA desirable but not mandatory
•Bachelors Degree in the Field of Accounting, Business Administration, Finance, or a related field
•Ability to innovate and streamline financial processes
