This position will serve the DPH as a PS: Operations Analyst (WL) by reviewing and monitoring eligibility and electronic enrollment of eligible AIDS Drug Assistance Program (ADAP) applicants. Georgia's ADAP provides life sustaining medications for approximately 5,000 eligible Georgians infected with HIV/AIDS per year. The work of this position ensures the timely monitoring and review of applications and recertifications submitted electronically through the Pharmacy Benefit Management (PBM) System by case managers and ADAP Coordinators located at ADAP/HICP enrollment sites throughout the state of Georgia. The PS: Operations Analyst (WL) assist in the daily operation of the statewide ADAP by reviewing adherence, enrollment and recertification status, completing data entry as needed, filing, communicationg with ADAP enrollmet sites and providers, and providing clerical support. Scans all related documents into PBM system as needed. The PS: Operations Analys (WL) performs administrative duties and will also complete audits of ADAP records or processes to deterine compliance wtih program and operation guidelines. Maintains data required for the completion of the ADAP Date Report.

The Health Insurance Continuation Program (HICP) provides assistance with payments of health insurance premiums for approximately 400 low-income individuals living with HIV/AIDS. The PS: Operations Analyst (WL) reviews and monitors eligibility and electronic enrollment of eligible HICP applicants; Communicates daily with ADAP/HICP enrollment site providers statewide; Communicates with insurance companies and verifies insurance coverage and the amount of insurance premiums. Submits completed documents to DPH Accounts Payable to provide accurate sum to be paid to PBM after verification of eligible HICP clients' premiums to be paid. Upon receipt of payment from DPH, PBM will submit premium payments to insurance company or COBRA company vendors on behalf of GA HICP clients. Monitors and confirms active and inactive status of ADAP and HICP clients via the PBM portal and submits monthly reports each month. Maintains confidential client information in accordance with DPH policy and procedures. Performs data entry as needed of insurance vendor related information and other related client data. Scans all related documents into PBM system as needed. Maintains data required for the completion of the Health Insurance Program CARE Act Data Report. The Pre-Existing Condition Insurance Plan (PCIP) provides insurance coverage for approximately 300 persons with pre-existing conditions. Communicates with National Finance Center and verifies insurance coverage and the amount of insurance premiums. Submits completed documents to DPH Accounts Payable to provide accurate sum to be paid to PBM after verification of eligible PCIP clients' premiums to be paid. Upon receipt of payment from DPH, PBM will submit premium payments to PCIP vendors and other payments to providers on behalf of GA PCIP clients. Monitors active and inactive status of PCIP clients and submits monthly reports each month. This position serves as liaison between the program/administrative/technical operation, program management, and clients. Participation in site visits, team and department meetings, ADAP and HICP workgroups, and trainings may also be required.

Minimum Training & Experience: AssociateĀs degree in business administration or related areas AND One year of related experience OR Two years of experience in area of assignment

Agency Specific Qualifications and/or Preferred Qualifications: Preference will be given to applicants who, in addition to meeting the above requirements, possess the following:

Experience in coordinating a programmatic, administrative, or technical operation requiring good knowledge of program operations, policies, and procedures. General computer knowledge, which includes Microsoft Word and Excel experience. Experience in maintaining a database and generating reports.

Experience in providing technical assistance to health departments, agencies, and clients. Experience in financial management activities.

Experience in customer service. Additional years of experience in independently performing a range of office duties such as data entry, typing, accounting, clerical and/or similar responsibilities. Knowledge of HIV/AIDS.

Experience working with health plans and processing solicitations. Maintaining and updating databases for various multiple programs in collaboration with appropriate stakeholders.

Advanced knowledge of computer applications including PeopleSoft and Microsoft Office applications (Excel, Access, PowerPoint and Word). Perform research, data analysis, and various internal audits as requested. Problem solving, analytical thinking, and organizational skills. Excellent communication skills, written and verbal.
