The Georgia Department of Public Health is seeking a highly qualified candidate for the position of WIC Manager of Policy, Training and Compliance in the WIC the program.

Reporting to Women, Infants and Children (WIC) program Deputy Director of Integrity and Strategy, responsible for the oversight of WIC policies and the appropriate interpretation and execution through the development of effective WIC training material and regular monitoring of the state agency operational performance to ensure overall WIC program integrity.

Provides the Policy, Training and Compliance team the management and professional development necessary to ensure the unit effectively meets its objectives.

Responsible for all supervisory activity of staff (e.g., hiring, on-boarding, setting performance and development objectives, evaluating performance, corrective action planning, recognizing, performance, reviewing leave requests).

Works across WIC leadership, USDA, local agencies and vendors to ensure accurate interpretation of WIC policies and the development of appropriate procedures; oversee the development of all new policies and procedures to ensure they adhere to state and federal regulations and create maximum efficiency.

Provides overall management of the annual process to submit the WIC State Plan to USDA; responsible for identifying and updating changes needed in policies, procedures and guidelines to address federal regulation changes and to accomplish WICís strategic plan and objectives.

Works across WIC leadership to coordinate effective execution of new/updated policies and procedures.

Establishes and manages regular monitoring of state agency WIC operations, processes and procedures to ensure overall program effectiveness and adherence to federal and state regulations and guidelines; identify and report to WIC leadership areas where policies and procedures are unclear, not followed and/or need improvement.

Oversees the design and evaluation of WIC training materials to address the learning needs of all WIC stakeholders (e.g., DPH staff, participants and retail vendors, physician groups).

Maintains ongoing awareness of DPHís overall strategy, government and social conditions and trends to ensure appropriate responses to changes in policies and finances.
Works with WIC leadership and DPH legal counsel to address civil right complaints and issues.

Participates, or assigns appropriate staff, to represents WIC with internal DPH teams and external public agencies, private sector and the Regional USDA team to coordinate efforts and share best practices to enhance Georgia WICís program.

Performs other assignments as required.

Minimum Training & Experience: Completion of a Bachelor's degree in a related field and three years experience managing professional level staff, OR Seven years of experience, three years of which managing at the level equivalent to area of assignment, OR Three years of experience at the lower level or position equivalent (GSM010), OR A combination of education and experience at agency discretion.

Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:

Masterís degree in Business, Public Health or related field

Experience with public health programs, policy interpretation and development

Experience with WIC program

Exceptional written, oral, interpersonal, and presentation skills with the ability to effectively interface with senior leadership and state legislators

Excellent judgment and creative problem solving skills, specifically related to policy interpretation and new procedure design skills

Ability to build strong partnerships and relationships across multiple functions, locations and governmental agencies (i.e., state, local and federal)

Ability to engage direct and indirect reports and peers in designing and implementing new policies and procedures that adhere to requirements and increase operational and fiscal efficiencies and integrity

Ability to provide effective coaching, support and guidance

Ability to set priorities, delegate and proactively follow up to ensure deadline and desired outcomes are achieved

Able to work effectively in a high stress, changing environment
