The Georgia Department of Human Services, Division of Family and Children Services (DFCS), is seeking experienced candidates for our Budget Director position in downtown Atlanta.
The Division of Family and Children Services (DFCS) is the part of DHS that investigates child abuse; finds foster homes for abused and neglected children; helps low income, out-of-work parents get back on their feet; assists with childcare costs for low income parents who are working or in job training; and provides numerous benefit eligibility services to help economically distressed families including the Supplemental Nutrition Assistance Program (SNAP) and Medicaid.
We possess a large and complex portion of DHS that includes expenditures and revenues covering approximately $1.3 billion in 14 program budgets. Budget management is provided to a wide range of programs including Adoptions, After School Care, Child Care, Child Welfare Services, Community Services, DFCS Administration, Energy Assistance, Family Violence, Federal Eligibility Benefit Services, Out of Home Care, Refugee Services, Special Project-Child Welfare, SNF-Basic Assistance, and SNF-Work Assistance
Reporting directly to the DFCS Fiscal and Administrative Services Manager, our Budget Director is responsible for the development of state and federal budget request(s).
The DFCS Budget Director is also responsible for budget management of approved budgets; revenue maximization; budgetary processing of all expenditure transaction; as well as providing fiscal advice to multiple levels of DFCS program management.
Note: The DFCS Budget Director will maintain close and routine interactions with various agency and community partners. As such excellent communication skills (demeanor, verbal, written) and a professional image are prerequisites. A written test and writing sample are part of the interview process.

Minimum Training & Experience: Completion of a Bachelor's degree in accounting, finance or a related field from an accredited college or university AND three years experience managing professional level staff in financial management.
Seven years of experience in management, three years of which managing at the level equivalent to a financial manager.
Agency Specific Qualifications:
Our ideal candidate will have an advanced degree and/or recognized independent certification in fields such as Accounting, Financial & Grants Management, Finance, Business Administration, or Public Administration; 8-10 years experience in financial management at a medium to large government agency; demonstrated ability and experience in accounting, budget development and execution, financial and management analysis, attracting Federal funding and systems development; in-depth knowledge of complex budgets; cost allocation; revenue maximization; large automated financial systems; payroll; and reporting concepts and principles; performance measurement; internal management control and accountability processes; and experience with governmental budgeting is desirable
